Large integrated mills in Indonesia, Thailand and Brazil, plus Portugal for the premium end, export it in mill brands and private label. Buyers are stationery wholesalers, office supply distributors and tender suppliers who order full containers and resell by the carton. The price follows hardwood pulp costs, mill capacity and maintenance shutdowns, exchange rates in the producing country and freight. Brand matters: known mill brands sell at a clear premium over private label of the same grammage.
